The Penrith Conservation Area covers about 35 hectares and was designated by Westmorland and Furness Council in 2010. Inside the boundary are 136 listed buildings (3 Grade I, 20 Grade II*, 113 Grade II). The most significant is Dockray Hall, Grade I. Part of the area lies in flood zone 3, so an extension may need a flood risk assessment.
